My dear T.M.,

I thank you for your letter of the 22nd October, 1946, and I wish first of all to apologize for not being able to attend the meeting of the Fort Administration Inquiry Committee held on Monday last, as I was held up until well after 6 p.m.

1.

My humble views on the subject are briefly as follows:

In my opinion it would not be in the interest of the public to establish a Port Trust in Hong Kong, as I am afraid it would add considerable expense to the Port.

2.

What we need is a comprehensive and final plan to be completed as soon as possible.

3. There should be closer co-ordination between Government departments as well as between Government and commercial interests. I would venture to suggest the appointment of a Commission with the Director of Public Works and the Harbour Master as ex officio members and an unofficial majority representing commercial interests. Such Commission should have direct access to Government with any suggestions or recommendations concerning the Port.

4.

Actual operation of port facilities should be left entirely to private enterprise.
